Captain Superintendent of Police,
Kehr Singh is the principal tout here for
Indian emigrants. Messrs. Melchers and Company probably gave him some commission for securing these passengers, though they
could not be expected to admit it.
The Indians were composed partly of men who
had been to America and been refused permission to land, and
partly of new arrivals from India. There were two dismissed
Policemen among them.
